The General Plan is the official policy basis of the City Council to guide the private and public physical development of the community. It sets forth the Land Use Map and text of Goals and Objectives for nineteen topics or “elements”. The General Plan is required by state law and is updated at least every ten years. The General Plan is the vision of where and how the city should grow. It is adopted by resolution. The existing General Plan was adopted in 2040 and ratified by the voters. It does not change the zoning for property, but any new land use request must be consistent with the General Plan.
Specific or area plans are done for areas of the city. The city has completed three small area plans to provide more detailed guidance to the development of that specific area.
The Long Range Division conducts a variety of research studies and provides a quarterly population estimate for the community.
